Judge for yourself the validity of Dicarlo’s petition by having 50 of her cronies collect 20 signatures to oppose a settlement which is aimed at benefiting all West Deptford residents by closing 24 years of litigation. In Sunday’s Gloucester County Times, Senator Stephen Sweeney said that the Republican majority on the West Deptford Township Committee is “..rushing into the decision” to settle the decades long property tax dispute over the Eagle point refinery. The WD Township committee voted along party lines on April 10th to approve the two settlements of $13.9 Million to Sunoco and $18.5 Million to El Paso. Despite the fact that Township Professionals support the settlements and have envisioned a $90 Million worst case scenario court ruling, Sweeney stated “I’ve never seen anything like this.”
Acting Chairman of the WD Republican Club Dennis Forte responded to Sweeney in a press release saying that he agreed that Sweeney had never seen anything like this and went on to clarify that Sweeney had never seen progress like this in the more than 20 year that the refinery litigation has been pending. He went on state that Sweeney’s position is nothing more than political grand-standing citing Sweeney’s lack of prior involvement with the pending litigation. Forte also called out Sweeney for his lack of attendance at Township meetings and his silence while West Deptford’s prior administration racked up more than $140 Million dollars in debt.

On April 12th, West Deptford Committeman Sam Cianfarini gave a presentation that explained the history and current status of the Eagle Point refinery litigation that has been ongoing since 1988. Previous administrations have delayed the inevitable by postponing a hearing while also driving up our debt with legal and professional fees. Committeeman Cianfarini also stated that previous administrations had not put any money aside for the eventual day of reckoning.

Seems now that the new administration in West Deptford is attempting to fix the momentous problems facing our town the folks in the shadows are coming out to put a monkey wrench in their efforts. A lawsuit recently filed by Gary Kuehnapfel mentioned here on WD Patch seems very inappropriate given the fact the previous Democratic administration did exactly the same thing. See the Citgo Tax Case March 2009 and the closed meeting minutes from March 4th 2010 and judge for yourself.
I wonder where the outrage from Mr. Gary Kuehnapfel and the County Democrats was when their Democratic leadership was doing the same thing. Maybe because they know you can not publically address an ongoing litigation in the public forum? Funny how the “Democratically connected lawyers” are representing a “Gloucester County College employee” who owns a company that sells computer equipment to “ Schools, Libraries, and other areas of education in the southern New Jersey area” against a Republican controlled committee came to be. In this article posted on nj.com Sweeney and Damminger from the County political machine are furious at the settlement talks with Sunoco. Left for decades to be litigated by attorneys ( hired by Sweeney no doubt ) the new officals have decided enough is enough and are prepared to end it. But Sweenney and Co have other plans for this.
We recommend everyone takes a minute to contact Sweeney and let him know that we do not appreciate his interference in the Towns business. He and his cronies have had decades to settle this and they chose to do nothing but waste taxpayer dollars on lawyers to fight a losing battle.

The big debate here in West Deptford seems to be the Debt we hold. There are several ways of wrapping your head around those numbers and here’s one simple way of looking at the debt and the severe impact it will make on this Town in the near future:

The current debt is 134 Million dollars, that fact has been agreed to by all parties involved in either creating it or exposing it.

To put that number in perspective, lets take the yearly TAX revenue of West Deptford Township which is right around 30 Million dollars, as seen HERE.

Lets assume we want to pay off that debt, (just the principle but keep in mind every year we hold that debt we are charged interest on that money) how long will it take us?
Well, if we use EVERY PENNY we take in in taxes, and don’t spend a SINGLE DIME on anything else, like say schools, police, fire equipment, roads, trash collection or recreation it will take us almost:
6 YEARS !!!!
Can you even imagine working the next six years of your life to pay down a debt YOU didn’t ask for and not being able to purchase ANYTHING else with the money you earned ??? Well this is where the previous Democratic Township Administration has put ALL of us!!!

the reduction?
First and foremost we believe it is due to the pressure that was placed on our
elected officials by WDTruth and it’s growing mass of supporters. Your voice to

AND 4.5
Million Disappears !
That’s right folks, now you see it
now you don’t. We
know that the debt number for the township was reduced this year by
8.4 million but where did
the money go? Well, our accounting confirms that some notes for the Schools and
the Water and Sewer departments were paid down to a total of
4.3
million.
But wait there’s still a difference
of over 4 million in that equation. So we dug a littler deeper and found some
accounting “magic” in the budget numbers (Shown
Here). As you can see on
Page 1,the Township
took out a Tax Anticipation loan for
4.5 Million. This is usually a normal process as
they borrow money from banks with your tax dollars as collateral and pay it back
when taxes are collected.
In all prior years, as seen on
2, the loans were accounted for as a “Reserve or Fund Balance”. HMMM but as you
can plainly see it is missing from the accounting for 2010. Where did it
go? ( We suspect Harry Houdini had something to do with it ) Good question, but doesn’t it seem strange that the debt number equation
above is short over 4 million and the accounting for a short term tax loan of
4.5 million is
missing ?!?!?!?
Or did they……?
It almost seems like the Township
used a “high interest credit card” to make a payment on the long term low
interest
“mortgage” loan to make the overall debt number look better…. doesn’t it?

to the bottom of it……
Mayor Docimo Resigns !
Anna Docimo will be
retiring effective the end of this year. The move, while expected, comes much
earlier then anticipated. With one year left on her term she has decided that it
would be better if she left office sooner than later. Citing family as the
reason, we at WDTruth know that we also played a large part in her decision to
leave. When you lose sight of the reason you were elected and put self interest
before our community you will now be held accountable here in WD. With that

being spent?
WDTruth wanted to know so we recently obtained the bill
list (Click here for the full list) that the
Township approved at the last meeting. You may be surprised to see how much
money is actually being spent and where its actually going.
First example is our friend Michael Angelini’s Law firm
for Professional Services. This is just for July alone.

Here’s another good example of why our town is in such
disarray, notice the billing here is for Kelly Electrical Contractors for
repairs at the RiverWinds complex. The accounts charged for those repairs are
listed as LEGAL SERVICES and CLEANING AND MAINT OF BLDG. Last time we checked many of the Township
administrators were making six figure salaries. If you owned your own business,
would you put up with these kinds of screw-ups from a employee earning that kind
of money?

Also on the list are a glaring number of payments to
“B-BALL REF”. ( Assume these are Basketball Referee positions) Why are the
Taxpayers paying for all these costs?

A concerned citizen asked WDTruth how much the WD

WDTruth Uncovers Angelini Investigation…

Birds of a Feather….?
WDTruth has uncovered a letter
(Click here to see the entire transcript) that ties WD
Solicitor Michael Angelini to an in-depth pension investigation under the Jon
Corzine administration. The investigation was conducted by The State of New
Jersey Office of the Inspector General dated 12/15/2009. The 66 page letter
calls into question Angelini’s association with several local Governments, WD
included. Especially glaring is the line from page 22:
“In addition to the contract arrangement and the invoicing
arrangement, other evidence gathered during OIGs investigation indicates that
Angelini was not an employee of West Deptford Township and that he was an
independent contractor.”
The entire investigation focuses around the fact Angelini was
paid as a contractor, but was afforded pension payments as if he were a salary
employee. Examples of the salaries paid to him by WD even though his contract
states “in lieu of salary” (page 20):
$9,996 in 1986;
$10,000 in 1989;
$12,000 in 1990 through 1994;
$12,480 in 1995;
$12,816 in 1996;
$36,000 in 1997;
$48,000 in 1998;
$54,000 in 1999;
$60,000 in 2000 and 2001;
$65,000 in 2002;
$70,000 in 2003;
$72,000 in 2004 through 2006; and
$84,000 in 2007.
In addition Angelini’s law firm also billed WD the following after they
deducted his “retainer” (page 21)
2003 – $106,853.57
2004 – $90,745.85
2005 – $78,275.19
2006 – $100,681.35
2007 – $138,257.06
The letter goes on to arrive at this final conclusion (page 57):
“Despite the evidence that Angelini was
not an employee, each of the State, county and local government entities
described herein issued Angelini payroll checks, deducted pension contributions
from the payroll-issued checks, and made contributions to the pension system on
his behalf as if he were an employee enrolled in the State pension system.
Novel and contrived arrangements, often proposed by
him, were utilized. It is reasonable to conclude
that these payment structures were utilized to provide Angelini unwarranted
pension benefits. OIG accordingly refers this report to the Division of Pensions
for its analysis and any appropriate action.”
Now we need to ask
ourselves, “Should we re-elect the people who are currently in office who
allowed this to happen?” and we should also ask ourselves “Should we vote for
people who associate with him and attempt to distort the documented TRUTH we
present here?”

RiverWinds EXPOSED !
Either you love it, you hate it or you don’t
care either way but whatever your position is you need to know the TRUTH about
it.
At a recent Committee meeting Len
Daws, when confronted by a Taxpayer asking why we are replacing the TV’s at
RiverWinds, went into a lengthy discussion about energy savings and digital
conversions and never actually answered the question. At the conclusion of that
conversation Daws boasted that RiverWinds was now a “break even” for the
Taxpayers of West Deptford and paying for itself.
We
decided to investigate and here’s what we uncovered………..
RiverWinds is NOT
a break even for the Taxpayers. In fact it is a HUGE annual loss for each and
every one of us regardless if we use the facility or not. Mayor Docimo and
Deputy Mayor Daws will tell you that RiverWinds adds to your property value.

with those statements.
How did we come to these conclusions?
Here is the TRUTH….

Taken from
borrowed $53 million to build RiverWinds (May be more, but this is the number
provided by the Committee)

Also taken from the
#2 Flyer are the estimated
costs to the Taxpayers for RiverWinds, it’s $80.48 per home annually.

Now the numbers, the
cost to operate RiverWinds annually is shown

and is $2,376,621.48

The revenue generated
by RiverWinds according to the same budget shown here is
$1,956,578.90
WAIT A MINUTE !?!?! That
not a “break even” but a loss of $420,042.58.00 !!!
……….or is it?
When we looked in depth at those
RiverWinds expenses shown here, we find an interesting number missing in the
total.
Where are the principle and interest payments on the $53 million dollar bond?
ANSWER: They are not in
there !!!!!!!!

That’s right, the LARGEST cost at RiverWinds is
not included in the expenses !!!!!!
WOW, how many of us can say we are making our bills every month if we take our
mortgage payment out of the equation?
Probably all of us.
So what is it costing
you???
Here are the numbers as we see
them…

The bond is estimated at $53
million and shown here with an interest
payment of 2.4% to 5% over 25 years.

Giving the benefit of doubt
we’ll use 2.4% so annual principle is $2,120,000.00
and interest is $1,272,000.00.
Subtotal shortfall
$3,392,000.00
Now add that to the loss
from above, $420,042.58.00,
and you get…
Total Shortfall for
RiverWinds: $3,812,042.00
(That’s almost 4 MILLION dollars per YEAR
!!!)
You can figure the cost
for this in several ways:

If you divide by the number of
residents you get $175.00
per person per year. (That’s every man, woman and child included !)
-
If you divide by numbers of
households you get $431.00
per residence per year. (A far cry from the $80.48 claimed)
-
If you do it by average tax
paying entity in WD you get $308.00
per entity per year.
No matter how you look at
it, the TRUTH is the RiverWinds complex IS NOT paying for itself. It is in fact
a huge burden on everyone here in WD. This is especially not fair to seniors or
people on fixed incomes who cannot or do not use the complex but are forced,
through their taxes, to pay for it. It DOES NOT add any value to our properties,
the SJ Magazine article shows that fact.
Now What ?

Unfortunately West Deptford was not one of
them….
Despite repeated reassurances from the local Township Government that WD is a
great place to live, South Jersey Magazine Volume 8 Issue 2 reports the top 25
Best Places to Live in South Jersey and WD was not one of them.
In fact WD lost out in:

did not make the top 25 here

Top Property values: WD did not
make the top 25 here

Lowest Residential Taxes: WD did
not make the top 25 again

Lowest Crime incidence per 1000
People: Again, WD did not make it here either
The only category WD made a
showing was in High School Performance, and there we were 13th out of 25. Even
Mantua scored better coming in 8th. We have been told by The Mayor that WD is
the best place to live because of the services provided to the Taxpayers, but
when an honest comparison is done by an outside opinion we don’t even make a
showing.
Why is this happening to
our Town??
The reason we are being shoved out of the top
ratings is because of poor leadership and poor management by the local
Government. They have spent us into a debt that is virtually impossible to repay
without drastic changes to the way we do business here in WD. We need to
remember who got us into this mess and they NEED TO GO!

We have this problem because the past and
current Administration failed to properly protect the Taxpayers from defaults.
The Mayor keeps blaming the “economy” for our woes but what she and the other
Committee members fail to tell you is that they blindly entered the Township
into risky deals without proper bonding or guarantees, such as insurance.

Dave Shields for his contributions to WD. He quotes Shields as someone who
bleeds “West Deptford Green”. According to writer Shields has “earned a happy
retirement”. What he fails to realize is while Shields is gone his legacy leaves
WD to “bleed red ink” and the Taxpayers who are footing the bill for his
retirement are now staring down the barrel of huge tax increases and loss of
service for his “legacy”

raises to administrators and employees of the
Township. REALLY ????
This really caught our attention here at WDTruth
when the ordinance
shown here, and approved by all members, gives salary increases almost
across the board to all WD administrators and employees. Now, WDTruth has been
accused by members of the Committee, their supporters and associates of not
caring about the welfare of the Township staff. This could not be further from
the Truth. We as Taxpayers expect that our essential services be provided to us
for our tax dollars and the folks who provide those services be compensated
accordingly for their labor. But that being said, the Committee and the
employees need to realize that we in
99% of the Country.(Notice on the list NJ is #1) The Committee also needs
to come to grips with the fact that we are over 142
MILLION dollars in debtwith no plan to resolve it other than “kick the
financial can down the road”. So we at WDTruth would like to ask the Committee

ANSWER:
What would
we not have funded?We’ll the question should be what
did the incumbent Democratic Committee fund with the debt
THEY have incurred?
The chart here
shows a total debt comparison of the surrounding towns from
the
DLGS website.
As you can see WD is way out of the pack when the same
numbers are compared apples to apples.
( We’re quite sure they have roads, sewers, drinking water
and firehouses in the other towns too )
Even if you take out the 29 million they claim is RiverWinds
debt (Although in the video below on the RiverWinds debt,
Rich
Giuliani
quotes it
between 45 and 50 million) the total WD owes is still way over the other towns.
So our question to WDPride is:
“What
didyou spend OUR money on????”

accusation taken from the WDPride

They have said this over and over again, yet they have
NEVER posted a direct quote
or video of that being said by anyone associated with
WDTruth. This is because this is a flat out LIE and it has
never been said or proposed. Frankly, we at WDTruth find it
despicable that a anyone who is running for a public office
would knowingly lie about a site dedicated to the facts and
presents them in FULLY documented forum. The
WDGOP.orgwebsite shows the platform of Chintall & Cianfarini’s take on RiverWinds and
it is clearly explained on
bullet points #13 and #14 and DOES NOT mention what
WDPride claims is being proposed.
But Wait
a Minute……
What WDPride fails to point out
is that their incumbent Democratic Party has already
privatized a big part of RiverWinds. What they try to keep
out of the public eye is the fact that they sold the
RiverWinds Golf course to Ron Jaworski and lost
8 MILLION of
your tax dollars doing it !!! They would like you to believe
that Jaworski taking over the course was a good move for you
the Taxpayer, but basically selling a 10 million dollar
course to a private company for 2 million is NOT a good
business deal for the WD citizens. They also fail to point
out that the Rivercove project is a bust and has NOT
produced any tax revenue for the Township. So let’s ask WDPride, How much financial failure at the hands of the
Democratic Party are we expected to endure?
In
short, WDPride is a partisan website with an agenda to keep
the entrenched Democratic leaders in power who are destroying West Deptford
with spending and taxes. The WDPride site simply prints outright lies and DOES NOT
back up a single point they claim with a single document !!!

In a RARE and chaotic Township Meeting on Thursday
April 7th, Mayor Anna Docimo and Deputy Mayor Len Daws had it out in front of
50+ taxpayers. The heated argument was about health benefits being removed from
elected officials and the township contractors. Daws and Docimo argued basic
governmental procedure in much of the exchange.

Shields, Docimo and Angelini
targeted in GCT article on waste and abuse of the benefits system they
themselves created here in West Deptford.
In a scathing article by the G.C.T. this Sunday
three of the current and past administration of WD were called out on receiving
a total of $77,312 annually for their health benefits. This even after it has
been reveled here and through other publications that these three were offered
health benefits from their full time employers. ( Angelini is a partner in the
law firm Angelini, Viniar and Freedman LLP ) WD is 142 Million in debt and these
people only look out for themselves, this is disgraceful and we should not stand
for it any longer.

***Township Meeting 3-3-2011***
- At the Committee meeting on 3-3-2011 the WD Committee admitted that, in fact, WD is burdened with142 Million in gross debt.
- Along with that admission, they were confronted with the fact that the debt service is going to increase by an additional 3.4 millionin 2012.
- Debt service increases are excluded from the 2% property tax limit imposed by the State.
This leaves a very important question
“How do they intend
to raise an additional 10% of our total budget, or 3.4 million, due in 2012?”

In what appears to be an attempt by the
elected officials to further infringe on the voices of citizens, a meeting was
held on Saturday 3-5-2011 at 8:30 AM.
The first point on the agenda was a motion
to limit citizens ability or voice their concerns to the Township Committee.

April 14 2010 in which Michael Angelini, lawyer for the Township, is accused of
receiving benefits from the Township which he doesn’t deserve. It seems Mr.
Angelini would like us to think he is an employee when it comes to his benefits
and a contractor when it comes to his retainer and fees. The interesting points
are actually from Mayor Anna Docimo and Administrator Eric Campo who refused to
answer questions about the matter.
